Right, this might sound confusing but...
To get the @ sign you need to press and hold shift and press '
but on my keyboard you have to hold shift and press 2 to get the @ sign
and also you need to press shift and 2 to get %26quot;
on mine i need to press shift and ' to get %26quot;
ive tried changing the language of my keyboard but there are so many different types i dont know what 1 to choose (i am using a English QWERTY keyboard) and most key re-mappers only change the normal keys and not those that you have to hold shift to get
please help!!!

This is most probably something to do with the keyboard itself and its drivers, not your computer settings. I would suggest buying another keyboard if you're on a PC or buying a plug in USB keyboard for a laptop.How can i fix my keyboard...?
is it a keyboard plugged into a laptop??
this may sound silly but on some laptop @ is on the 2 button. so if u plugged a keyboard into it and it said on that board @ on top of the ' instead of the 2 it would use the programming used on the laptops keyboard instead. its like the laptops keyboard overrides the mobile keyboard. This happened to me, because i used it on a desk.
