How to change your keyboard format?

right i hope this doesn't sound confusin but i got this laptop i got free from college and the language format on it isn't quite right when for example i go shift then to the @ button it doesn't do it where the apostrophe is it does it by doing shift then 2. its the same the other way round you go shift then at where the @ button is it does the apostrophe. someone told me its in american format but not sure so thought i'd ask for advice.

In the bottom right corner near the clock should be the current language. If not right click the taskbar go to toolbars and activate the language bar. This should display the current language. Right click this and go to settings change the language to the one you desire. This is for XP.
