Right click your task bar (bottom of screen where windows go where you minimize them, but click on a blank area), click Toolbars, then Language bar

In windows xp
Control Panel, Regional and Language Options, Languages tab, Details button in the Text services and input languages.
Change the settings to match your country and language, hit apply and then ok.
If the keys are in the wrong place on the physical keyboard then see if you can gently prise them with an electrical screwdriver and swap them around (Did this with a German logitech keyboard and am still using it to this day)
