you cannot do it without having the windows CD.
get it, insert it and go to control panel, regional sittings, and choose the first option then ok, Arabic language will be installed.
and if you want type Arabic without doing that, google %26quot;Arabic Keyboard%26quot; you will type using the mouse on a keyboard on a website then copy and paste what you typed and post it wherevver.How to change the language on my keyboard?
try start menu control panel then regional and launguage dependinjg on what your running eg xp vista windows 7 just look and add your launguage
